In front of majority exclusion reality in Latin America and assuming the increasing migrations reality as internal in Latin America as from here towards Europe, it is developed a satellite and computer intercommunication system between Europe and Latin America, with the use of communal and educational radio transmitting and the Internet Network, which putting a special attention on the migration fact, will favor the real information transmission over this reality, the development of productive projects and promotion of an ethical finance system.
At the same time, it will be favored the political-cultural exchange and in the social and economical development field between the two regions, it will be suggested to be increased the development possibilities and opportunities of the excluded citizens in Latin America.
